Article Abstract:
Communication problems that have developed in the Manpower Services Commission (MSC) are examined. The success of the Youth Training Scheme (YTS) will largely depend on how well the MSC is monitored. The MSC will take over the training and employment system for Britain. The MSC needs to be viewed critically, as thus far, the only comments are an analysis of what it is doing.

The British government's threat to cut one thousand jobs in the Manpower Services Commission (MSC) is examined. The effects of this cut on the Youth Training Scheme is explored. The importance of using a scientific method for solving problems is examined. This method of problem solving can be used to challenge the bureaucracy's takeover of the MSC.
