Computer-based decision support systems (DSS) are software packages that utilize data and models to solve undefined problems and help in decision-making processes. They can be important additions in human resources departments. Many different software packages fall under the category of DSS, such as electronic spreadsheets and database systems. A well-designed DSS should be able to: show the conceptualization of data and processing results in some form such as a chart; support the processes of thinking using various operations; and assist the conceptualization and operation processes with memory aids. Human resources professional may be able to apply DSS techniques to: developing possible new management practices or keeping control of information systems activities.

Modification of personnel system software packages requires careful analysis of technical consequences as well as the organization's actual personnel requirements. Extensive programming code modification can affect the ability to add vendor enhancements to the system as they become available, can make software maintenance more difficult and expensive, and can increase the need for user training and documentation. Three steps for efficient and safe modification of personnel system software are: (1) evaluating the current software's technical capabilities, (2) questioning procedural needs, and (3) re-evaluating and categorizing functional needs.

Effective software system changes should be systematic, well-documented and installed exactly as directed by the vendor. To determine the feasibility of software changes, one should consider the reliability of the system, the cost of installing a new computer system, and possible problems for the user. Modifications to a system can be done in four ways, the least desirable of which is making changes, additions, or deletions to the original code. Software companies should provide new documentation and coding whenever there is a revision.
