This article evaluates multinational corporations' abilities to develop strategic orientation for their global human resource management systems. The authors provide a competency-based system with criteria to identify global manager candidates and combining a staffing practice of inpatriating foreign managers with the current practice of expatriating domestic managers.

A survey of line and staff personnel assesses their weaknesses and strengths and suggests that line managers are more service-oriented than staff managers, but demonstrate weaker interpersonal skills and adaptability to change.
