A lawsuit filed by the Alternatives Research and Development Foundation (ARDF) against the United States Department of Agriculture (USDA) is examined. The author maintains the ARDF won the suit, which demanded the USDA expand their regulations, under the Animal Welfare Act, of animal care of laboratory animals to included rats, mice, and birds.

The US government has imposed a greater scrutiny and survey on the National Institutes of Health (NIH) recipients after the various high-profile scandals involving some of the top doctors and scientists have come into the picture. The NIH officials decline to comment on the matter, as if proven to be correct could highly adversely affect their prestige and fame as well as their job.

The National Institutes of Health (NIH) may set up a PhD program, but some experts warn that the NIH will need to be careful not to draw resentment from university researchers. It is proposed that Institute researchers act as faculty, training about 15 students. No increase would be required in the NIH intramural budget. The proposal is somewhat controversial as some in the academic world believe the NIH staff should have to compete for research funds in the NIH grants system. The detractors feel a only post-graduate program that grants no degrees should be set up. Opinions about the job market are discussed.
