Georgetown University Medical Center is forming affiliations with primary care physician networks to increase patient referrals and improve negotiations with managed care companies. Under an alliance with Doctors Health, the medical center will participate in the network's managed care contracts. The Center is focusing on physician network alliances to avoid the financial pitfalls associated with the purchase of networks by hospitals.

Wide-spread audits of Medicare billing at teaching institutions are jeopardizing medical education. The American Medical Association House of Delegates has called on interested groups to encourage the government to restrict punitive damages on teaching institutions to cases where fraudulent behavior has been clearly proven. Group practices may be the next target of federal audits and investigations.

Physicians remain wary of the federal government's intensified anti-fraud campaign. Despite assurances that simple billing errors were not to be targeted, doctors are concerned about financial incentives the government offers to office "whistle-blowers" - qui tam plaintiffs are allowed to keep between 15% and 30% of recovered amounts in federal fraud cases.
