Detecting Medicare abuse

Article Abstract:

A study on the types of patients and hospitals having abusive Medicare billings that are responsive to law enforcement is presented. It is observed that increased enforcement leads certain types of patients and hospitals to have lower billings, with out adverse consequences for patients' health outcomes.

Uncertain demand, the structure of hospital costs, and the cost of empty hospital beds

Article Abstract:

The theory of cost and production is modified to include uncertain demand a firm faces. The reformulated theory does not obtain duality between cost and production wherein demand distribution patterns, outputs and input prices are included in the cost function. A short-run cost function for a hospital subjected to uncertain demand is developed with data from more than 5,000 hospitals for 1983-1987 using the modified model. The model is used to estimate the cost of empty hospital beds.
