MetroHealth Medical Center, Cleveland, OH, is the area's only public hospital. Since winning the Foster G. McGaw Prize in 1988, the hospital has lost much of its funding, but it continues to provide more charity services than any other Ohio hospital. The institution also runs Miracle Village, a treatment center for alcohol and substance abusers. MetroHealth CEO Terry White plans to increase efficiency, including reducing the ratio of specialists to primary care physicians.

Community leaders are expressing a growing concern that as not-for-profit health care providers seek for-profit status, usually through acquisitions, the community which subsidized them for many years is failing to receive compensation. Most not-for-profit organizations like Blue Cross/Blue Shield were granted relaxed income tax allowances, and communities feel that a payback is in order should the hospitals seek corporate benefits.
