Altruism or moral hazard: the impact of hospital uncompensated care pools

Article Abstract:

A non-profit hospital behavior model has been used to evaluate the efficiency of an uncompensated care pool implemented in New Jersey hospitals from 1987 to 1992. Under the Uncompensated Care Trust Fund, New Jersey residents are provided with medical services for a meager hospitalization fee. Empirical data revealed that the trust fund actually raised the level of uncompensated care, particularly for outpatient cases. The analysis also proved that the notion of altruistic response can efficiently be applied to non-profit hospitals in unregulated states.
