Access to coverage for high-risks in a competitive individual health insurance market: via premium rate restrictions or risk-adjusted premium subsidies?

Article Abstract:

Issues concerning the use of risk-adjusted premium subsidies are presented. Subsidy formulae and simulated premium models which show that subsidies can eliminate premium rate restrictions are discussed.
