Article Abstract:
A flexible approach to determine the effects of covariates on health expenditures using sequences of conditional probability functions, similar to those used in discrete time hazard rate analysis is developed. The approximate conditional density estimator provides accurate and precise estimates of derivatives of expected outcomes for a wide range of types of explanatory variables.

A study estimating the present lifetime healthcare expenses of Singaporean elderly after their retirement at the age of 62 years is presented. The object is to analyze the adequacy of the government stipulated minimum savings in medical savings account for financing the health care expenditure.

Robust methods are used to examine the effects of age and proximity to death on hospital costs. It is shown that the large tenfold increase in costs from 5 years prior to death to the last year of life overshadows the 30 percent increase in costs from age 65 to 85.
