District-by-district analysis: Congress

Article Abstract:

The election prospects of congressional candidates for each of California's districts are evaluated. The state is expected to have at least 15 new congressmen out of its 52 seats. The number of seats increased by seven due to the 1990 census. The composition of the congressional winners is complicated by the 'Rubbergate' House check-kiting scandal. Some of the incumbents involved in the scandal are mentioned and they are expected to find difficulty getting re-elected.
