Article Abstract:
The forces of change are guiding the politics of African-Americans and replacing stabilizing factors in Southern California. The preponderance of political families in the old generation black politics is giving way to a second generation of candidates. The new term limits in the Assembly dilute seniority as a way to maintain power and have introduced new entrants. Demographic changes will serve to realign African-American political power, as seen in the increased Latino representation in local leadership.

Article Abstract:
Reform of health maintenance organizations is a subject that is gathering momentum in California almost at the same time that Los Angeles County is starting a massive managed care experiment for 1.2 million eligible poor on welfare. If the experiment succeeds, managed care may prosper anywhere but if it fails, meaningful reform where it is most required might be curtailed. However, the pilot project continues to face political, economic, cultural and philosophical obstacles.

A legislative decision of July 1995 paved the way for the dismantling of the Los Angles Unified School District (LAUSD) into smaller districts. LAUSD, California's largest and nation's second largest school district had become the centre of educational failure and deteriorating school culture. Several other reform measures aimed at decentralizing authority have been introduced.
