Article Abstract:
The AGA conducted a survey of the federal financial community, focusing on the measures, systems and Shared Service Centers (SSCs). Although most survey participants supported in principle the financial goals and initiatives set forth by the US Office of Management and Budget (OMB), many of them were worried about the details of implementing SSCs, and operating under such arrangement.

The requirements for federal agency managers to accept responsibility and to annually assert the effectiveness of their internal control of financial reporting according to Section 404 of Sarbanes-Oxley are discussed. They can be achieved with the help of Yellow Book audits to construct an efficient strategy.
