Article Abstract:
The Romanian public rejected the incumbent president Ion Iliescu of the Party of Social Democracy of Romania and voted in Emil Constantinescu of the Democratic Convention in elections in November 1996. The first round of elections involved many parties, and the second election was a run-off between the two major candidates. While Romania's experience with free and fair elections is limited, the electorate is becoming increasingly sophisticated. Campaigns focused on issues of performance and economic reform, instead of on moral and political differences.

Article Abstract:
The case of state-banking relations in post-communist Romania with issues such as the establishment of business relationships between bankers and politicians is analyzed. It is concluded that the prevalence of systemic corruption in state-bank relations presents an entirely separate set of problems of legal and regulatory compliance by banks in post-communist Romania.

The success of the Party for Social Democracy during the 2000 Romanian elections is discussed. The author argues the party, though they did not receive an absolute majority, gained voters among the older rural population, and succeeded due to the failed economic transition attempted by past parties, and Romania's disenchantment of politicians.
