The problems that Governor Schwarzenegger is likely to face when he attempts to reverse the state's fiscal shortfall in view of his promise to make no cuts in education are reflected. Particularly troublesome provisions of Proposition 98, that education must receive half the revenues that flow into the Capitol are mentioned.

The experience of agricultural tourism by farmers in California faced with a sagging economy and little governmental help is described. Legislation permitting 'farm-stays' was passed in 1999 with strong support from the environmental community who saw this as one way of preventing developers from taking over open land.
