How safe are maternity wards?

Article Abstract:

More and more hospitals around the country are tightening security to prevent maternity ward abductions and switches. Many are adopting high-tech precautions such as radio transmitters and bracelets with microchips for matching newborns with their parents. Staff vigilance, however, remains the most important factor in hospital security.
