Article Abstract:
Several theoretical debates about the governance are used to focus on the changes involved in the actors and arenas of the hybrid networks employed in the environmental policymaking for the Baltic Sea region. The analysis demonstrates the changes to affect the environmental policies greatly, as the networks involved cross the state borders at supranational, as well as the subnational levels.
