Energy policy on the threshold

Pres Clinton wants to redirect US energy policy so that industry and consumers will depend less on petroleum, use alternative resources that reduce pollution and save natural resources. His plan to tax energy based on heat content of fuels has faltered in light of stiff industry opposition.
