A study investigated strategic issues involved in technology transfer to developing nations and identified the key factors related to effective production system operations in emerging markets. It developed a model for the selection of production technology for facilities in such nations that incorporates the interrelationships among these critical factors. This five-step model allows for sequential decisions on product and process, a production systems approach and the selection of suitable human resource and operational policies to support it.

The integration of technology into the production process is considered a requirement for firms to compete better in the global market. Production technology transfer between companies in different countries, such as the People's Republic of China, must be given due importance as the world continues to take in more foreign direct investment. However, more attention must be given to cultural differences between countries to allow greater assimilation and more productive use of 'foreign technology.'

A model to help multinational firms manage the technology transfer process in production facilities in developing countries is developed. The model combines a long-term holistic view with the need for a step-by-step management model. Technology management has three stages, namely, conceptualization, implementation and operation, with an emphasis on interfaces with environmental factors.
