Article Abstract:
A post-industrial knowledge-based economy, the Information Age vs the Machine Age, is emerging, the result of ongoing developments in communications and information technology. Stronger links have developed between nations and companies, and battles for intellectual property may develop. Other future battles may be for rights to develop unique products and market them on a global scale. Competition is now more between architectures than products in the computer world, the PC-Macintosh battle and the CISC/RISC battle being prime examples. Intel and Microsoft seem to be in the ascendancy vs Apple. In telecommunications and electronic media the government is a major factor and Internet regulatory progress in the US has been negative. Financial statements are meaningless, even misleading: Japanese do not consider them important. Understanding of technology and of the market, not finance, will be critical. History is reviewed; several books are briefly summarized; companies discussed include Wal-Mart, Emerson Electric, IBM, Collins Radio, Hewlett-Packard, Digital Equipment (DEC), Tektronix, RCA, McCaw Cellular, Sony, Toyota and AT&T.

Modern governments must make decisions about complex issues that require extensive knowledge of science and/or technology if the issues are to be dealt with effectively. But policy-makers are often deprived of knowledge they need, while technologists have limited influence. Moreover, policy-makers and technologists belong to communities that have evolved for different purposes and have different sets of cultural values. Fundamental differences often cause technologists and policy-makers aim at different objectives. To bridge this divide, institutional change may be required in industrial and academic research organizations.
