It is important that planners work with the private sector to seek town centre sites for development, according to the final version of PPG6 published recently by the UK government. The government is seeking to encourage a positive approach to planning, and aims to revive town centres. The document has been mainly welcomed by planners, but some concern has been expressed about changes to the guidance on multiplex cinemas.

It wants to see new retail development in town and district centres and it calls for local authorities to appoint town centre managers. This would achieve improved comunications between the public and private sectors and better promotion of the town centre.

The new Scottish retail planning guidance NPPG8 dictates that town centre sites must by the key choice for new retail stores, and has received widespread approval. Edge of centre and out of centre sites should only be considered if no other suitable site is available. There is also support for town centre management in the guidance.
