The new draft PPG6 reflects the determination of the government to revitalise town centres, by encouraging developers to invest in them. It wants to see new retail development in town and district centres and it calls for local authorities to appoint town centre managers. This would achieve improved comunications between the public and private sectors and better promotion of the town centre.

The new Scottish retail planning guidance NPPG8 dictates that town centre sites must by the key choice for new retail stores, and has received widespread approval. Edge of centre and out of centre sites should only be considered if no other suitable site is available. There is also support for town centre management in the guidance.
