New U.S. diesel regulations for engines and fuel

Article Abstract:

The US Environmental Protection Agency has issued a proposal for new emission standards for diesel engines and diesel-fuel requirements. The agency's aim is to reduce the sulfur content of diesel fuel from 500 ppm to 15 ppm. The standards are designed to cut pparticulate output from diesel-powered vehicles by 90% and oxides-of-nitrogen emissions by 95%. The implementation is expected to reduce oxides-of-nitrogen emissions from diesel-powered vehicles by 2.8 million tons, particulate emissions by 110,000 tons and nonmethane hydrocargon emissions by 305,000 tons annually by 2030.

Refinery output drops

Article Abstract:

The American Petroleum Institute (API) reported that US petroleum capacity utilization dropped to a 92.6% in 1999, the lowest in four years, although operable capacity increased 3.1% to 16.3 million bbl/d. At the end of 1999, crude-oil and petroleum-product inventories were 939.2 million bbl which were 12.7% lower than those of Dec 1998, a decrease of 136 million barrels for 1999. The API attributed the decline in output to production cuts by OPEC.
