There appears to be little difference in the Tory and Labour parties approaches to the local plan process. Both parties see the need for some change, but neither party has questioned the need for a planning system. Opposition spokesman Keith Vaz feels that DoE proposals should be more thoroughly considered and that the system should be easier for people to understand, whilst being quick and efficient. Both parties agree that the role of the inspector in planning appeals needs redefining.

A report published by the DoE and the Welsh Office, Evaluation of Planning Enforcement Provisions, suggests that planning enforcement cases are susceptible to being dismissed on minor technicalites. It is felt that low courts have become over-technical and are guilty of issuing paltry fines. Many middlemen organise advertising billboards without prior permission, netting a considerable amount of money, although the fine is often quite small.
