Article Abstract:
The relationship between the government and the business sector remains adversarial. The public seems to share government's antagonistic attitude to business, which is understandable considering the many scandals and problems that have tainted the sector. Only by changing American attitudes toward the function of economics in national survival can the adversarial relationship be transformed into one marked by cooperation. To do this, business should take up strict ethical policies and try to educate the public concerning the ties between the standard of living, business strength and national survival.

Over half of the respondents to a FY 1991 survey by the American Management Association reported downsizing of their workforce by slightly over a third from the previous year. The goal of management in downsizing is lower costs, but often this results in decreased efficiency. Early retirement was the method of choice in the past, but this produced loss of valuable experience and knowledge. The method of preference today is the across the board cut. In any case, those employees who leave should be given as much help as possible and those who stay should be reassured of their worth.

Brain rust sets in when workers are steeped in the same job without any variety or rest. Symptoms include the inability to see the larger picture, lack of attention and the inability to make quick decisions. Although the best cure is to take a vacation, this is not always possible. Varying routine by visiting other departments or branches of the company, attending outside meetings or conferences, attending trade shows or visiting customers can help prevent brain rust.
