Can quality help the troubled Russian economy?

Article Abstract:

A conference was held by a Russian organization which aims to train managers. They wanted to determine a new system of conducting business in their country and to find foreign companies interested in joint ventures and investments. A segment of the conference dealt with the role of total quality in the transformation of Russian economy. It was asserted that Russia needs to overcome the absence of important free market components. This would entail difficulty, but given the economic experiences they have gone through, the Russians are expected to survive.

Article Abstract:

The philosophy behind the Air Mobility Command (AMC) is the vision of the US Air Force. The AMC, which plays a supporting role to the armed forces in both wartime and peacetime situations, developed six long term goals to be implemented in the span of ten years in order to make their vision a reality. Metric system based performance measurement indicators, known as the Quality Eagle, were developed. The eight components of this continuos improvement plan are discussed. An assessment of the whole system is also provided.
