The criteria for the Malcolm Baldrige National Quality Award has been revised after 10 years of its inception in 1988. The name of the booklet describing the award criteria has been changed to 'Criteria for Performance Excellence.' The order of the seven categories has been changed. The number of items and notes, and areas to addresses has been reduced. The assignment of points has become more customer-focussed, language has been simplified and the layout improved. The page limit of the applications has been reduced to 50. The requirement of possessing 50% of assets in the US has been excluded.

Effective strategic planning processes, and improvements in performance and organizational planning are the major reasons for the success of Armstrong World Industries Inc.s' Building Products Operations (BPO) and Cornings Telecommunications Products Division (TPD). As winners of the 1995 Malcom Baldrige National Quality Award, they have increased their market share, sales and profitability. The quality approach of TPD involves four distinct phases, namely, product phase, total quality phase, cherry picking phase, and integration phase. The quality approach phases of BPO are discussed.

The 1996 winners of the Malcolm Baldrige National Quality Award were health-care products and services vendor ADAC Laboratories, national marketing firm Custom Research Inc., leasing and financing services provider Dana Commercial Credit Corp., and Trident Precision Manufacturing Inc., maker of precision sheet metal components and custom products for various industries. Pres. Bill Clinton, who conferred the awards, commended the winners for showing that businesses can remain profitable even while meeting the needs of its employees and customers and the community.
