Article Abstract:
The UK government seems to be moving away from plans to introduce urban road pricing, but has not yet decided on an alternative policy. The transport committee has recommended physical restraints, which would be quicker and cheaper to implement and could be used in conjunction with limitations on non-residential private parking. However, opponents believe that restraints will further contribute to the decline of town centres, especially where public transport facilities are limited.

Derby City Council is to receive unitary authority status but the voluntary arrangement proposed by the government will be hindered by several practical problems. Cross-boundary concerns of strategic planning will cause considerable problems and there are calls for a statutory base to carry forward structure planning. The RTPI is making assessments of the probable real impact of the changes and will offer an overview of the recommendations.

'Strategic Guidance for London Planning Authorities' has been released by environment secretary John Gummer. The guidance calls for promotion of London as a world city, however, it also offers a conflicting strategy which advises planners to prioritise business and job creation, while reducing car use and harm to the environment. Reactions to Gummer's report are included.
