Planners need to consider how structure and local plan provisions can be altered to allow private sites to be developed by gypsies themselves. This would mean defining appropriate housing and involve the issues of health, educational and social provision. The definition of gypsies has been complicated by other nomadic groups, such as tinkers, didikoi and new age travelers. There is expected to be larger movements of people in the future and the Council of Europe is debating such issues
