The UK government's Smart scheme under the R&D funding grants was generally viewed by industry, inventors, design engineers and the DTI itself as its most successful product thus motivating inventors and innovative companies in market. The government has cut funding significantly around 80% and Smart is replaced from the DTI's Small Business Service by the Regional Development Agencies (RDA), despite its success.

The small firms have kept themselves away from consultants mainly due to the presumption of being too expensive. Providing a cost-effective solution to a project or problem that needs to be resolved with companies expecting to achieve significant benefits and returns has enabled more small firms in finding way to hire consultancy services matching their budget.
