The New York Public Service Commission approved on May 16, 1996 a measure to open its electricity market and introduce retail wheeling by early 1998. Meanwhile, the New York Power Authority has proposed to act as the independent systems operator of the state's high-voltage transmission lines.

The Public Utility Holding Company Act in 1935 has enabled electric and natural-gas utilities to possess monopoly status. The Act is being supplanted by entry to open transmission and retail competition. However, it is still a barrier to national and state efforts to reform energy policy.
