The Tennessee Valley Authority (TVA) bought 10,000 emission allowances from Wisconsin Power & Light Co under 1990 Clean Air Act rules. Environmentalists criticized the deal, claiming that the TVA had bought the right to pollute. The benefits of emission allowances are not readily apparent to the public.
