The Energy Policy Act of 1992 which aims to protect public utility shareholders from imprudent foreign investments is hampering the onslaught of utilities into other countries. While no major foreign deals have been prevented, several questions about $1.5-2 billion investments have been raised.

Hubco project ushers in Pakistan's energy revolution

Article Abstract:

Hub Power Co. received the 1996 James H McGraw Award for handling Pakistan's, as well as South Asia's, first privately financed power project. The company made inroads in financing, becoming the first independent power producer to be bestowed a political risk guarantee by the World Bank.
