Efforts by university managers to separate management of institutions from those affected by any decision that are made, namely the staff and students, should be resisted. Universities should be pressed to be more democratic and representative, with staff and students having a say in the decisions that impact on them, while governing bodies should be made more representative of the university and the community it serves.

It is acknowledged that the changes, which were radical, were not entirely benign and involved some controversy and difficulties, but it is argued that the result of the changes has been a significant improvement in the university's situation.

They believe that such restructuring would result in a majority of unelected members on the reorganized college boards and call for staff efforts to increase academic control over their institutions.
