University expansion in the United Kingdom has been among the fastest in the industrialised world and is predicted to continue despite a fall in higher education spending relative to national wealth. However, in its annual "Education at a Glance OECD Indicators 2003" report the Organisation for Economic Cooperation and Development warns that competition in the sector is still fierce and that other countries are closing the gap on the UK's internationally envied increased participation and high degree-completion rates.

Chinese government officials have warned universities in the United Kingdom that unless urgent action is taken in a number of areas, then the 22.5% decline recorded in the number of Chinese students enrolling on UK courses this year will be permanent. Issues identified as needing addressing included the problems with visas, lax standards at some partner institutions, the rising cost of studying in the UK and few opportunities to gain work experience.

There is good reason to be concerned about the standard of UK courses being delivered to foreign students in their own countries, according to a report produced by the Observatory on Borderless Higher Education. The report concludes that the sector as a whole has limited regulation and questions to motives and motivation of UK universities delivering their courses abroad.
