Article Abstract:
South Africa is setting up a student loans scheme in order to fund an expansion in the numbers of poorer students in higher education which has led to debt for some institutions. A national bursary system is needed and loans can be combined with grants. Recent graduates can also carry out national service in order to pay back some of their debt. South Africa can use international experience which has built up on the issue of student loans.

Article Abstract:
One of the EC's goals is to have 10% of its students studying abroad, at present the total is 3-4%. Many of these 200,000 students come to Britain. Differences in length and types of courses and little financial support cause problems in student mobility. The qualifications gained in this way are not always recognised in the student's home country which acts as a further deterrent.
