Fee cap will close gates to the less well-off

Article Abstract:

United Kingdom spending on higher education students has fallen by 50% since 1980 and has to be spread over a wider area. Universities are losing out so maybe the time is right to let them decide what fees to charge and encourage parents to save or borrow for their child's education.
