Article Abstract:

The Nov. 1995 budget included a number of policies which adversely affected further education institutions after a history of similar cuts from the Government. These included a 12% cut in income over three years and cuts in student, equipment, and research grants. Public Funding Initiatives featured highly in the budget, with more reliance being placed on this type of funding. Independent research, academic autonomy and the living standards of university, college employees and students are all under threat.
