Article Abstract:

A survey undertaken in 1996 of how British universities allocate their resources reveals that the claim that commercialism and misplaced business management methods are threatening traditional academic values is unjustified. Academic staff in universities with less transparent resource allocation systems were more likely to suspect that inexpensive and popular subjects were being used to cross-subsidise more expensive and less popular subjects, than staff in high transparency universities. The line management structure in the new universities does not encourage transparency.

Fair dinkum fee paying

Article Abstract:

The Australian higher education system offers access to Australian citizens, with repayments linked to future income. This could be changed by a new government elected in 1996. The system is seen as fair, though it does not provide for the maintenance costs of the majority of students, since few are able to receive Austudy grants. Minor changes could be made such as a general increase in charges, and this would be preferable to charging fees upfront, which would exclude poorer students.

Curbs needed on rule of fear

Article Abstract:

Many higher educational faculties are experiencing financial difficulties due to poor management which often results in staff redundancies and resignations. Vice-chancellors should be appointed because of their knowledge of financial management and their intention to be fully committed to the role and not employed elsewhere. Vice-chancellors and governors should be made accountable for the actions of their staff in the relation to financial matters.
