The wealthy are expected to become the main participants in classroom-based further education, with the poor being educated remotely via technology.

It is becoming increasingly difficult to compare the achievements of different types of universities, with some of the newer institutions being financially rewarded for their success in attracting students from disadvantaged backgrounds, while others are rewarded for their research activities. However, applications to most of the newer universities have dropped, some by over 20%, possibly due to students' lack of confidence. The new universities should continue to focus on their different assets to retain the diversity of higher education, say some educationalists.
