An analysis of the potential impact of the higher education bill in the UK following its passing of its second reading. It is contended that introduction of variable fees in 2006 will give a degree of power to students as they shop about for the best deals, but it is acknowledged that some changes will need to be made to the Universities and Colleges Admissions Service clearing system if students are to get the full benefit of their expanded power.

A number of universities in the UK have criticised the Government's plans to reform the admissions system. They claim that the move to do away with the old system, under which candidates applied to universities with estimates of their A-level grades, for a new system under which candidates will make their applications once they have their A-level grades, will result in a last-minute "panic" for places.

Universities in the UK should be allowed to fail and be closed down for the benefit of the higher education sector as a whole. The existing centrally planned higher education system is a failure, stifling innovation and holding back advances while supporting failing institutions that should be allowed to close down.
