Black-white infant mortality rates showed a convergence from 1965, especially in rural areas of the southern USA, where race-specific policies may have contributed to this improvement. Rust belt data also show convergence.

Estimating regulation-induced substitution: the effect of the clean air act on water and ground pollution

Article Abstract:

The effects of the Clean Air Act Amendment (CAAA) on pollution emissions of the iron and steel industry into various media like water bodies, landfills, and the ground, during 1987-1997 are examined. The study demonstrates that the CAAA's lead, particulate matter, and ozone nonattainment designations are associated with reductions in total emissions of these pollutants.
