Russian dilemmas
Article Abstract:
The difference between Russia's or Ukraine's and Latin America's macropolicy problems is explained by some aspects of the socialist heritage. These specifically concerned the structure of the acquired capital stock and the shortage of financial markets, institutions and instruments. The present Russian problem concerns the unproductive use of the funds that are freer to flow where rate of return is outstanding. The government also finances capital structures that, over a time, cannot be maintained.
