Article Abstract:

A growth of 0.3 points was noted in the Index of Small Business Optimism for Feb. 1996, a decline that many believe is indicative of a weakened economy. The index shows that at least 20% of small businesses forecast a strong economy while 15% anticipate a sluggish one. Small businesses believe that capital spending, hiring and the abundance of job openings will influence the economic environment for several months. Taxes remain the most pressing concern of small business owners, followed by regulation and red tape, labor quality, competition from large firms and insurance cost and availability.

However, many small businesses fear that the new Republican Party-dominated Congress will impose new taxes which would only dampen the expected growth in 1995.
