The industrial restructuring that is occurring as a result of the creation of the single European market raises questions about the need for an industrial policy that promotes high-technology companies in Europe. European firms are at a competitive disadvantage as a result of widespread market segmentation, but the European Commission does not have the resources to implement a technology policy. The European Community needs a technology policy, but the approval of member states is required.

The formation of the single European market and the monetary union in Europe are turning the European Community into a federation. Federalism may be successful in some areas while failing in others. European economic integration could restrict national fiscal policies. Fiscal federalism draws attention to issues related to the role of the EC in the redistribution of income. A federal fiscal system is an essential component in a successful monetary union.
