Article Abstract:
Government research and development (R&D) programs focus mainly on science and engineering research. The government contributes substantially in the financing of various R&D projects in the country such as the patent system, and programs of the Department of Defense and the National Science Foundation. R&D spending increases wages of scientists and researchers. Moreover, federal R&D biases and competes with private inventive operations in terms of wages to scientists.
