Article Abstract:
The economic development agencies of the Norfolk-Virginia Beach-Newport News region worked cooperatively and devised an industrial targeting system to increase the chance of corporate relocation to their region. The industrial targeting system is based on an evaluation of the potential of the region for specific industry types, based on workforce requirement, workforce compensation, availability of labor and site considerations. These factors were then correlated with other site variables, such as the potential benefits of the target industry to the region and wealth creation.

Article Abstract:
The case of effective community leadership during a crisis such as that which occurred when the Chanute Air Force Base closed in Rantoul, ILL, illustrates the importance of factors such as multilateral and multidirectional communication and planning. In this particular case, the mayor of the community was able to rally his constituents towards creating viable plans for economic resurgence even in the absence of the base.

The closure of Chanute Air Force Base in Rantoul, IL, in 1993 did not lead to a major economic dislocation, as expected, but to a determined reallocation of resources and efforts towards its development as a successful non-military community. This fortunate development happened only one year after the base's closure, attesting to the merits of good planning and proactive policies.
