Article Abstract:
In this article, it is asserted that adoption of a new technology by a semiconductor firm may or may not rely on experience and access to knowledge spillovers. This was found to be true only with respect to the immediate generation of technology because earlier technologies were likely to be obsolete.

Research on environmental reform policy indicates that the tradable permit system can positively influence the decision-making process of cleaner technology adoption by providing market incentives. This model is applied to the phasedown of leaded gasoline in America's petroleum industry.
