Article Abstract:
The relationship between economic development practitioners and higher education authorities is complementary in character but results of a survey show that these two groups differ in motivation and methods and do not communicate well with each other. The consequent lack of understanding adversely affects the effectiveness of such a relationship. Academic officials, for instance, fail to report their own contributions to the economic development field because they do not realize their importance.

The Clarion County Economic Development Corp. located in Pennsylvania has achieved success in its economic development efforts despite its eschewing the traditional approach of courting outside businesses into the area. The entity helped existing businesses develop and grow and this proved to be a less expensive approach as it did not have to come up with tax incentives and other marketing schemes intended for outside investors.

The economic development undertaking in Ardmore, OK, has been successful mainly through the efforts of the Ardmore Development Authority which was staffed with individuals experienced in the energy and petroleum sectors and thus, used to risk taking. The entity settled on three goals, namely, to attract new investors, help in the expansion of existing industries and put up incentives for the development of new industries.
