The presence of the United States fleet off Lebanon should serve as a deterrent to Syria. If United States reconnaissance planes are fired on from Syrian positions, the fleet will return fire. The Reagan Administration says that the decision to use aircraft, 5-inch or 16-inch guns is left to military commanders.

The Soviets have charged the United States with violations of arms control agreements. At issue are ICBM and ABM plans, European missiles, early- warning radars and coverings on Minuteman-2 silos. The United States charges Soviet violations covering radar, a new ICBM, encoded flight signals and missle testing.
