Article Abstract:
The US Postal Service's new electronic payment program called USPSeBillpay has been criticized by competitors and industry observers. The service allows billers and payers a central site for paying transactions without using separate passwords and navigation systems for each biller. However, parcel delivery companies such as United Parcel Service, doubt if USPSeBillpay is a postal service under the Postal Reorganization Act of 1970. On the other hand, the US Internet Industry Assn says USPSeBillpay is a bill presentment and payment system designed to compete directly against Yahoo, Intuit and other online businesses.

The US Postal Service (USPS) has unveiled several products and processes geared towards reducing by costs of undeliverable-as-addressed (UAA) mail over the next two years. The USPS spends $1.5 billion for UAA costs each year. The new products fall under the USPS' SnappCheck Addressing Tools, which include the Delivery Point Validation (DPV) application. The latter allows mailers to run their mailing list to verify that an address is a USPS delivery point. The DPV allows mailers to determine if addresses exist, down to the apartment or suite information.
